The main refund routes

• Account credit: you paid more than the council tax owed.
• Moving house: you moved out before the paid period ended.
• Discount or exemption: a discount was applied late or backdated.
• Wrong band: the VOA or assessment body reduces your band and the council recalculates old bills.

How far back a refund can go

For a successful band reduction in England and Wales, refunds can often be backdated to the date the band was wrong, subject to the rules applying to the case. That is why a long-running wrong band can produce a large refund.

For account credits and discounts, backdating depends on the council, the evidence, and the type of discount. Ask clearly for the date from which you believe the refund is due.

How long refunds take

Simple account-credit refunds may take days or a few weeks after the council approves them. Band-change refunds can take longer because the band has to be corrected first and old bills recalculated.

What evidence to keep

Keep old bills, account numbers, payment receipts, tenancy or sale completion dates, discount evidence, screenshots of comparable properties, and any correspondence from the council or valuation body.
