How many UK homes are in the wrong council tax band?

According to industry estimates, over 600,000 properties in England and Wales may be in the wrong council tax band. Council tax bands are still based on 1991 property valuations, and many homes have never been reassessed despite significant changes in relative property values.

Can I get a council tax refund if I'm in the wrong band?

Yes. If you successfully challenge your council tax band and it is reduced, your council must refund the difference for the entire period you were overcharged. Refunds can go back to when you first moved into the property, which means some homeowners have received refunds of £2,000 to £5,000 or more.

Is it free to appeal my council tax band in 2026?

Why are council tax bands still based on 1991 property values?

Council tax bands in England are based on what your property would have been worth on 1 April 1991. No government has carried out a revaluation since the system was introduced in 1993, because a full revaluation would create winners and losers and is considered politically risky. Scotland revalued in 2003, but England and Wales have not. This means bands are over 30 years out of date.

How long does a council tax appeal take?

The VOA aims to respond to band challenges within 2 to 3 months. If you accept their decision, the process ends there. If you disagree and escalate to the Valuation Tribunal, the full process typically takes 6 to 12 months from initial challenge to final decision. During this time you continue paying at your current band.
